This endpoint is used to inform players that one tournament has finished and calculate winnings.
When the Cloud Task calls the endpoint
- Blocking accepting more insights on the tournament
- Calculate winners based on participants
- Distribute winnings to the balances
- Deliver socket message

Distribution winners algorithm
- We start with winning amount
- Each reward get half of the left winning amount round up to dozens
- When winning amount end, latest player get remaining amount
- When players end, latest player get remaining amount
